The Migration Act of Australia says that Minister refuses to grant a visa under subsection 501(3) of the Migration Act if the Minister suspects that the applicant does not pass the character test and the cancellation is in the national interest. The character test here as per 501 (6) (a) to (d) refers to a person with a substantial criminal record, conviction for immigration detention offices, association of person in criminal conduct, past and present general conduct, significant risk of future conduct.
What is GTE?
The Genuine temporary entrant is requirement is an integrity that applicants must produce stating his or her purpose and also showing that their entrance is temporary and they will return back to their place of origin when their studies are completed.
To prove their GTE, applicant must submit their statement of purpose. The statement of purposes comprises of following categories as given below,

Example, explain whether the course chosen is relevant to undergraduate course. 3. History of Visa refusal
one must declare whether one has applied to another country for studies and has refused the visa. The foreign ministry only take in consideration of small minor errors.
4. Financial Stability
One must also declare that he or she is financially stable and is capable to pay off tuition fees and sustain in Australia while their study period. One must also be able to showcase that one has arranged home and other necessity beforehand.
5. Documentation
The documentation of evidences like academic transcript is very important and they seek substantial evidences.
